Nat. Work Zone Awareness Week Targets Construction Zone Safety

S. According to the National Highway Traffic Safety Administration (NHTSA), there were 765 work zone fatalities in 2016, which marked a 7% uptick from the previous year. In 2015, in addition to motor vehicle-related fatalities (the majority of which were in construction zones), 35,500 people were injured in work zone crashes, as reported in the 2017 edition of the National Safety Council’s Injury Facts.

To mark the beginning of the road construction season and to prevent further incidents, the 19th annual National Work Zone Awareness Week (NWZAW) has launched and will run through April 13. Organized by the U.S. Department of Transportation’s (DOT) Federal Highway Administration, this year’s campaign is “Work Zone Safety: Everybody’s Responsibility,” and aims to encourage safe driving through highway work zones.

The week kicked off today in host state, Illinois, at the Peoria Street bridge over Interstate 290 at the Jane Byrne Interchange reconstruction project in Chicago. Joined by the DOT, as well as other national and local partners, Illinois will hold events to raise awareness for safe driving practices in work zones. The Illinois DOT’s page states:

The Jane Byrne Interchange work zone emulates the Department’s goal toward a multimodal transportation system and reinforces the message that driving habits impact motorists, cyclists, workers and pedestrians. One of the campaign’s nationwide events, Go Orange Day, is scheduled for April 11. Roadway safety professionals across the country are encouraged to wear orange to show their support of work zone safety, call attention to the dangers they face and honor the families of victims who lost their lives in work zones. In observance of Go Orange Day, the American Traffic Safety Services Association will host a Facebook Live event tomorrow at 12:30 p.m. (EST) to discuss the importance of work zone safety.

The NWZAW page has several resources for businesses, including this year’s toolkit, NWZAW poster, and other information to help get started. The toolkit includes customizable employer launch letters and press releases, fact sheets, event planners and interactive employee presentations.

Suggested Go Orange Day and National Work Zone Awareness Week activities include:

  • Posting social media announcements with #NWZAW and #Orange4Safety; and distributing NWZAW fact sheets and posters.

Drive Safely Work Week Campaign Revs Up in October

American workers’ safety on the road continues to affect careers and companies. According to the Department of Labor’s National Census of Fatal Occupational Injuries in 2015, transportation incidents caused that year’s most fatal work injuries at a staggering 26%; the 1,264 roadway incidents also marked a 9% rise from 2014. When paired with other sobering statistics—such as positive urine drug testing in the workplace increasing 5% from 2014 to 2015, as previously reported—awareness groups are reacting to combat these statistics.

The Network of Employers for Traffic Safety (NETS) reports that vehicle crashes are the number one cause of death and injury in the workplace. In addition to the pain and suffering caused, traffic crashes cost employers more than billion annually in the U.

While the campaign’s top priority is to save lives, it also sheds light on the major financial risks employers face when employees drive under the influence. NETS information indicates that the average cost of an on-the-job crash to employers is:

Impaired Driving is DSWW’s third campaign of the year. The safety week had been observed annually for many years, but NETS updated its structure to quarterly deliveries in 2017. Its focus will not be time-sensitive or tied in with certain events or holidays.

This way, any of the campaigns can be tailored to the employer’s schedule, without consuming significant time from the work day, said NETS executive director Joe McKillips.

For employers looking to host a safety week, NETS suggests alerting employees up to two weeks prior to the week by email and posting notices.

Miller and Valasek Show the Real-World Impact Hackers Can Have

LAS VEGAS—At Black Hat 2015, Charlie Miller and Chris Valasek gave one of the most highly anticipated and best-attended presentations, even far beyond the elite infosecurity experts gathered here this week. The already notable duo of hackers made international headlines two weeks ago when they demonstrated more than a year’s worth of work figuring out how to hack into and remotely control unaltered cars—and used Wired reporter Andy Greenberg as their test driver.

Greenberg’s article and video of the test paint a compelling portrait of just what Miller and Valasek’s hack means in practice. “As the two hackers remotely toyed with the air-conditioning, radio, and windshield wipers, I mentally congratulated myself on my courage under pressure. That’s when they cut the transmission,” Greenberg wrote. “Immediately my accelerator stopped working. As I frantically pressed the pedal and watched the RPMs climb, the Jeep lost half its speed, then slowed down to a crawl.

From a couch in Miller’s basement 10 miles away, they were able to seize control of the Jeep, and their methods could be applied to any car operating the same technology: Uconnect, an internet-connected computer feature in hundreds of thousands of cars that controls the entertainment and navigation systems, enables phone calls and, with a subscription purchase, offers a Wi-Fi hotspot. Miller and Valasek approached the company with their findings as early as 2014, and said the automaker was responsive to their report. Unauthorized remote access was blocked with a network-level improvement, the company announced shortly after Greenberg’s article went to print. In addition to the recall to update software in the infotainment system, affected customers will receive a USB device to upgrade vehicles’ software with internal safety features.

And lest anyone still question the impact hackers can have on a business’s bottom line, as they were only too happy to point out, here’s a look at Chrysler’s stock from a week before to a week after the Wired story:

Part of their aim was to increase consumer awareness and provoke greater scrutiny of technology they are being told is safe. “If consumers don’t realize this is an issue, they should, and they should start complaining to carmakers,” Miller told Wired. “This might be the kind of software bug most likely to kill someone.” Their research has already effected concrete change beyond the cars recalled. Partially spurred by the team’s earlier demonstrations in the arena, Senators Edward Markey of Massachusetts and Richard Blumenthal of Connecticut introduced legislation on July 21 that would direct the National Highway Traffic Safety Administration and the Federal Trade Commission to establish rules to secure cars and protect consumer privacy. The bill would also establish a rating system to inform owners about how secure their vehicles are beyond any minimum federal requirements, Bloomberg reported. “Controlled demonstrations show how frightening it would be to have a hacker take over controls of a car,” Markey said in a statement to Wired. “Drivers shouldn’t have to choose between being connected and being protected…We need clear rules of the road that protect cars from hackers and American families from data trackers.”

Miller and Valasek have done a lot more than present a frightening demonstration of just how vulnerable so many cars are, and it involves everyone here at Black Hat. In their presentation, Valasek opened with a blunt public service announcement: Please stop saying anything is “unhackable,” because you are wrong and you are just going to look silly. Proving that took more than a year of meticulous work, much of which could not be easily reproduced and applied any time soon, but they did prove it, and in doing so, they prompted the first formal safety campaign in response to a cybersecurity threat. That may be the biggest impact, he told the audience: “Hackers did something, fiscal change happened and it wasn’t in infosec—it was in the real world.”

Highway Traffic Deaths Preventable with Better State Laws

A report on highway safety urges state legislatures to examine safety laws and take proactive steps to enact effective rulings. The Advocates for Highway & Auto Safety report “2015 Roadmap of State Highway Safety Laws: Lethal Loopholes,” found that more than 5.6 million crashes in 2013 caused about 32,700 fatalities and 2.3 million injuries. Motor vehicle crashes cost society $871 billion, based on 2010 data.

Federal action and safety requirements can address part of the problem, but state laws have direct impact on promoting safer driver and occupant behavior, according to the report, released in January. An example of the difference state laws can make is with seat belt use, which has been shown to save lives. In 2013, states with primary enforcement seat belt laws for front seat passengers had a 91% belt use rate, while states with secondary enforcement laws had an 80% belt use rate, according to NHTSA data. A study conducted by the Insurance Institute for Highway Safety (IIHS) found that, when states strengthen their laws from secondary to primary enforcement, driver death rates decline by about 7%.

“In 2015, Advocates urges state leaders to close lethal loopholes in their highway safety laws,” Jacqueline S. Gillan, Advocates president, said in the report. “The emotional, economic and societal cost of inaction to improve safety is too high especially considering we know what steps can be taken. Complacency and lack of action have resulted in a dangerous and deadly patchwork of laws across the nation. Lethal loopholes in traffic safety laws are literally killing us—we can and must do better.”

Key facts, according to Advocates:

  • 32,719 people were killed in motor vehicle crashes in 2013—a decrease of 3% from 2012. Automobile crashes remain a leading cause of death for Americans between the ages of five and 34.
  • About 2.3 million people were injured in motor vehicle crashes in 2013.
  • In 2013, almost half (49%) of passenger vehicle occupants killed were unrestrained.
  • Crashes involving young drivers (aged 15 – 20) resulted in 4,333 total fatalities in 2013.
  • 4,668 motorcyclists died in 2013. Though this is a decrease from 2012, this death toll accounts for 14% of all fatalities.
  • 1,149 children age 14 and younger were killed in motor vehicle crashes in 2013.
  • 300 children aged four through seven were killed in motor vehicle crashes in 2013.
  • More than 3.5 million people have been killed in motor vehicle crashes in the U.S. since 1899.
  • The more than 5.6 million police-reported motor vehicle crashes in 2013 had a societal impact in excess of $870 billion. Thirty-two percent of this figure ($277 billion) is economic costs including property and productivity losses, medical and emergency bills and other related costs. Dividing this cost among the total population amounts to a “crash tax” of $897 for every person, every year.

To meet basic safety recommendations, Advocates said states need to adopt 327 new laws:

  • 17 states need an optimal primary enforcement seat belt law for front seat passengers.
  • 33 states need an optimal primary enforcement seat belt law for rear seat passengers.
  • 31 states need an optimal all-rider motorcycle helmet law.
  • 19 states need an optimal booster seat law.
  • 174 graduated driver licensing laws need to be adopted to ensure the safety of novice drivers; no state meets all the criteria recommended in the report.
  • 42 critical impaired driving laws are needed in 39 states and D.C.
  • 11 states need an optimal all-driver text messaging restriction.
